Collateral Duty Safety Officer Courses 

Provides Collateral Duty Safety Officers guidance and review from the MCAS Miramar Safety Department to aid them in their duties. This will include the minimum knowledge and skills needed to perform this duty. Each area is composed of one or more training modules and/or reference materials. The subject areas with their respective modules and references are: Intro to USMC Safety, RODS, Heat Stress, Risk Management, JHA, PPE, RPPM, HAZCOM, HAZMAT, Ergonomics, Machine Guarding, Mishap Investigation and Reporting, Electrical Safety, Lockout/Tagout, Confined Space, Walking Working Surface, Fall Protection, Emergency Action Plans, Fire Protection, Materials Handling, Bloodborne Pathogens Program, Turnover Binders, Occupational Health, Industrial Hygiene, Hearing Conservation, Safety Inspections, and ESAMS Training.

General Industry Safety Training

The MCAS Safety staff provides training on the recognition, avoidance, abatement, and prevention of safety and health hazards in workplaces in general industry. We offer OSHA 10 or 30 hour classes delivered by OSHA-authorized trainers.

Respiratory Protection Program Managers Course
Learn how to establish, maintain, and monitor a respirator program following the requirements in 29 CFR 1910.134. Discuss the technical aspects for the proper selection and use of respiratory protection. Evaluate compliance with OSHA's standard by using the compliance directive and the "Small Entity Compliance Guide." Topics include: Respiratory Protection Program, Fit Testing Demonstration, Selection of Respirators, Maintenance and Care.

Adult CPR with AED and First Aid National Safety Council

The course will contain the following information: Knowledge of emergency situation requiring intervention of cardio pulmonary resuscitation, the recommended techniques, and guidelines detailing how rescuers are to perform adult CPR. If available to rescuer the use of the Automated External Defibrillator. Upon passing the course, you will receive a nationally recognized training completion card that is valid for two years from date of training.

Enterprise Safety Applications Management System (ESAMS)
Learn how to utilize a fully integrated web-based system composed of interactive modules through the Enterprise Safety Applications Management System (ESAMS). Through the use of interlinked modules, ESAMS facilitates the sharing of information among functional areas. ESAMS is a web-based Risk Management Information System that facilitates multi-level program management and provides aggregate reporting, tracking, and trending of electronic data. ESAMS provides a mechanism for management to ensure compliance with applicable directives, and conduct analysis using real-time data

Explosives/HAZMAT Driver Courses

Explosive Drivers Course
This course is required for personnel whose duties require personnel to drive Ammunition and Explosives (A&E) on and off Station. Personnel who are certified explosive drivers are required to attend this course every two years in order to maintain their qualifications. This course meets the requirement of 49-Code of Federal Regulations (49-CFR) Department of Transportation Regulations, Department of the Navy Regulations and Marine Corps Regulations and implemented by NAVSEA SW020-AF-HBK-010.

Prerequisites to attend this course are a valid state driver's license and a proper medical certificate (OPNAV 8020/6).

Hazardous Material (HAZMAT) Fuels Drivers Course
This course is required for personnel whose duties require personnel to drive flammable liquids (Fuels) on and off Station. Personnel who are certified HAZMAT Fuels drivers are required to attend this course every two years in order to maintain their qualifications. This course also covers the requirements of hazardous material training outlined in MCO 4450.12. This course meets the requirement of 49-Code of Federal Regulations (49-CFR) Department of Transportation Regulations, Department of the Navy Regulations and Marine Corps Regulations and implemented by NAVSEA SW020-AF-HBK-010.

Prerequisites to attend this course are a valid state driver's license and a proper medical certificate (OPNAV 8020/6).  

Ammunition and Explosives (A&E) Material Handling Equipment (MHE) Operators Course
This course is required for personnel whose duties require them to operate MHE with A&E. This course meets the requirements of 29-Code of Federal Regulations (29-CFR) and implemented by NAVSEA SW023-AH-WHM-010 and NAVSUP P-538. This training is a onetime only requirement unless the specific parameters listed in NAVSEA SW023-AH-WHM-010 requires the MHE operator to be re-trained.

Prerequisites to attend this course are completion of the explosives driver course, a valid state driver's license, a proper medical certificate (OPNAV 8020/6), and a MHE operator's license.

Traffic Safety Courses

The following traffic safety courses are offered by the MCAS Safety Department. Enroll through ESAMS: https://www.hgwllc.com/.

Motorcycle Safety Foundation (MSF) Basic Riders Course (BRC) (Level I)
BRC is held monthly in building 6022 and the motorcycle training range adjacent to the MCAS Miramar East Gate. The course starts at 0645 and consists of two training days (the range exercise portion may start and end earlier due to heat conditions).

California Motorcycle Safety Program Motorcycle Training Course (CMSP-MTS)
(CMSP-MTC) is held monthly in building 6022 and the motorcycle training range adjacent the MCAS Miramar East Gate. The course starts at 0645 or 1145 and consists of two and a half training days (the range exercise portion may start and end earlier due to heat conditions).
The California motorcycle waiver will be issued upon passing course.

Advanced Rider Course Street Techniques (ARC-ST) (Level II)
ARC-ST is held in Station Safety building 6022. The course starts at 0645 and consists of one training day (the range exercise portion may start and end earlier due to heat conditions).

Total Control Intermediate Rider’s Course (TC-IRC)
TC-IRC is held in Station Safety motorcycle range building 6650. The course starts at 0645 and consists of one training day (the range exercise portion may start and end earlier due to heat conditions). TC-IRC is also credited as Level II training. Motorcycle specific jacket required for this course.

Lee Parks Total Control Clinic, American Supercamp, Advanced Rider Track Day (ARTD), Semper Ride, and MSF Circuit Riders Course (Level III)
Training availability is dependent on available funding and also through partnerships with other Marine Corps Installations West (MCIWEST) installations.

ATV Course and Dirt Bike Course
These courses are required for anyone who rides an ATV or dirt bike on Department of Defense property and active ATV and dirt bike riders. Participants must supply their own ATV or dirt bike and PPE. Separate five-hour classes are held on an as-needed basis for each type of vehicle.

Traffic Safety Course Enrollment
Applicants must first report to unit motorcycle club president or S-3 for student enrollment via the on-line Enterprise Safety Applications Management System (ESAMS). ESAMS will be used for all levels of motorcycle training. The applicant is issued a confirmation letter printed from ESAMS enrollment confirmation.

Drivers Under 26 Years of Age

All military personnel under the age of 26 will complete a course in traffic safety designed to establish and reinforce positive behaviors toward driving. MCAS Miramar Station Safety offers the National Safety Council’s “Alive at 25” Driver Improvement Course.

Attitudinal Dynamics of Driving (Remedial Driving)

Remedial Driver Training Courses will be attended by persons who have been found at fault in a traffic mishap while operating a POV or GOV.  Further, commanders can order, at their discretion, members of their command that have been convicted of moving traffic violations to a Remedial Driver Training Course.  MCAS Miramar provides the "Attitudinal Dynamics of Driving."  This is a resident 8-hour course.  Attendees must be in the uniform of the day.

Course enrollment is conducted through MCAS Miramar ESAMS unit safety representatives. Upon enrollment, an electronic confirmation letter will be issued assigning your appointed place of duty. Questions regarding enrollment please call the Station Safety at 307-1358/1359.
